let's get right to the top story. a killing spree. claudine wong is at a vallejo home with late-breaking information from police about chemicals found inside a home. >> reporter: this is a case that is so hard for everybody to wrap their heads around. there are so many part of it. there are at least five people dead. we have one man in custody. one man missing and then this issue of explosives. the bomb squad left this home in the last five minutes on upland court. i was told they found a lot of chemicals inside. among them ammonium, similar to whats with found in a storage locker on lemon street. investigators say they found 20-

pounds of this ammonium, a chemical used to make explosives. this is the bomb squad. they said they cannot deal with this type of situation and they called in the atf instead and these two separate scenes. it wasn't just chemicals found in the upland court. the bodies of two women overnight. the police say it was a grisly scene. this is the home of 67-year-old dena allen. allen and her friend, carol smarkt, have been missing since wednesday. this is also a home where suspected killer efren valdemoro was known to say, sometimes trying to pass himself off as allen's son. here's where the story takes another turn -- police say the bodies of these two women had been in this home for a while and apparently during that

time, allen husband, who reported her missing, had been living in the home. so he's been arrested and is in custody at this hour. how is this all connected to valdemoro? well, that's still unclear. police say all of this may not be connected to the hercules case in which valdemoro is suspected of killing an elderly man on friday. that man's son is still missing. if we come back out here live in upland, you can see one car sitting in front of the we're in a little bit of a holding pattern. the atf has been called into this scene and the lemon street storage locker scene. we're waiting for them to arrive. i'm told there are lot, and lots of chemicals inside. the bomb squad decided they cannot deal with that amount and kind of chemicals. one quote was it's like rocket fuel. we're gonna wait for the atf to arrive here to process the scene and keep you updated on

"mornings on 2." claudine wong, ktvu channel 2 news. right now we're gonna go to kraig debro who has been watching the officer-involved shooting. he's in richmond. kraig? >> reporter: yeah, good morning. i just talked to a security guard and he said the suspect ran into the ranch 99 market and jumped the turnstile. police are still unraveling the story but there's a chance the suspect could be responsible for up to five homicides. they searched the car looking for explosives. police in vallejo now discovered expossive --

explosives. 38-year-old efrain valdemoro was killed last night following a shootout with police around 8:45. he was a suspect in the death of a hercules man and the strangulation death of an unidentified woman found in the car following the high-speed chase. hercules police say valdemoro kidnapped that woman earlier in the day and police spotted valdemoro's vehicle and gave chase. they backed off when the freeway entered the freeway. about 8:10, the chp took over, chased valdemoro through san ramon, castro valley, all the way through richmond. the speeds reached 100 miles an hour. the whole time police could see someone in the passenger seat, they had had no idea she was dead until they got to pierce and central in richmond at this shopping center. police say they tried just

about everything to stop valdemoro from continuing on his dangerous drive. >> we have the pursuit intervention technique. we attempt to disable the vehicle that way and we also try to use a spike strip. >> the suspect had a large knife.

when officers came commands to him to drop the knife, in which they were in fear of their lives, they discharged their firearm and the suspect was struck and suffered fatal injuries. >> reporter: on saturday, a housemate filed a missing persons' report. when police arrived, they found the 73-year-old father, ricardo sales dead. police say he had been bludgeoned to death. it's not clear how they connected valdemoro to that death, except they had a fight a week ago. now, his 35-year-old son, fredrick sales, is still missing at this hour. it's not known where he is. there are locations that vallejo police are searching right now. that's a possibility. i just don't know. i went to the market and if you walk through the front door, the market is not right there. you have to go down about 25- yards and left 5-yards and -- 15-yards and go right again. he wasn't shot right there. he jumped the turnstiles and went to the back of the market. the investigation will be done by the contra costa district attorney's office. kraig debro, ktvu channel 2 news. >> thank you, kraig. we'll continue the team coverage of this still high pressure-developing story all morning. you can also get more information at ktvu.com. all right. 7:07. we've got breaking news. chopper 2 is flying over hayward. a house is on fire. the fire is occurring on jacobs place.

the -- pepto bismol bottle. the fbi says they don't expect to charge the men and it is likely they were carrying out a practice attack. a marin county judge says executions at san quentin will not be allowed to resume. executions have been on hold since 2006 following a legal challenge claiming lethal injection might inflict cruel and unusual punishment. the state has since revised the good lines an said they satisfy legal concerns. but an attorney who wept before the judge yesterday said the state did not follow procedure in drafting the new rules. >> if they had followed the rules, we wouldn't be here and have this lawsuit and have delays. >> jerry brown plans to appeal the judge's order to continue the ban on execution. in other fuse, we'll -- news, we'll soon have more information about the snacks we eat. the federal government could

soon require convenience stores, airlines and movie theaters to post calorie counts for food sold. nutrition advocates like the idea but theatergoers say no one goes to the movies to eat snacks. if this happens it would be an expansion of new federal guidelines to post the calorie content of foods. well, california -- will california become the first state in the nation to ban the use of all plastic bags in stores? also ahead, a plan to save the state millions moves ahead. we'll tell you you how this could impact thousands of young children.

at the end of their legislative session late last night, state lawmakers defeated the bill that 0 -- bill that would have banned all plastic bags in california. the bill would have been the first statewide ban targeting the bags. supporters say 19 billion bags used by californians every year hurt the environment but opponents say banning the bags would prove too costly for

consumers. state lawmakers passed a bill to require ships to be supported by a barrier or boom whenever they transfer oil. this bill was introduced after the "dubai star" spilled all of that oil into the san francisco bay last october. more than 400 gallons of bufnler fuel spilled from the ship, killed dozens of bird and wildlife. oil ended up on the beaches of alameda county. louisiana is closing one of three command centers for the bp oil spill southeast of new orleans. reportedly workers have been told to leave by the end of the week because bp has not paid the bills owed to the property owner. officials say bp owes billions of -- millions of dollars in back rent and other expenses and some statements are reportedly several weeks late. 7:24. we want to check in with sal castanedo, see how things are going on this wednesday morning. sal? >> all right. we're looking at a new problem

san francisco 84 even up to bodega bay. big sur rooking for a high up in the -- in the upper 80s. the fog comes keep -- creeching down and will start a cooldown. we're following breaking news involving a suspected bay area killing spree. dwrur looking at live pictures just 30 minutes ago. homicide investigators linked the suspect in a hercules killing to the vite lent death of two women in vallejo. we'll have more on last night's fatal police shooting in richmond. that was just one grim scene tied to this terrifying place.

we continue to get new information in the newsroom about a killing spree that spanned three bay area cities. at this point, five people are confirmed dead, including the suspect, and one man is still missing. bodies have been found in hercules, richmond and vallejo.

>> reporter: we're on upland court. you can see this area has been taped off. this is where the bodies of two women were found overnight. also in that house, a large amount of chemicals used to make explosives. the surrounding homes in this area, five of them have been evacuated. the at -- the atf is on their way. vallejo police are on the scene. this is the home of dena allen and her husband. allen and her friend, 06-year- old carol smarlt, were reported missing on wednesday. for that -- and for days, it was just that, a missing person's report. allen's husband was also there. police tell us he had been living there with those two bodies. those bodies had apparently

been there for quite a while. so that man was taken into custody for questioning. these two women are connected with the murder suspect efrain valdemoro. he has apparently stayed in the house in the past. valdemoro has been on the run from police in connection with the killing of an elderly man. authorities believe valdemoro was driving a vehicle belonging to one of the women. now, valdemoro was actually in a different vehicle when police chased him down last night in a high-speed chase. valdemoro was shot and killed by police. his girlfriend, who police believe was strangled, was found inside his car. we're still trying to connect all of these dots. but the focus remains on vallejo. it's still an active scene because of these explosive issues. ktvu has learned that in that storage facility were 20-pounds of ammonium precloer eight.

it's described as something to use -- something used to make  explosives. apparently with that amount of explosives, the atf needs to be called in. they are on their way. we come back out live to upland court. it does look quiet. that's because they are in a holding pattern. police have moved all of the chemicals and we're being told. it's quite a lot of chemicals. in the backyard of this home, railroad tracks. so there's nothing -- they are not concerned about anyone being affected back there. why this person -- or these people had had all of these chemicals, it's still unclear it appears that he was some kind of -- all of these things are considered very dangerous. the neighborhood is evacuated. still in a holding pattern as we wait for the atf to arrive.

man walked past and grabbed her. now, the suspect's description is pretty vague. he's described only as caucasian, about 5'8", 5'10", he had on a black hooded sweatshirt and was wearing a black baseball cap. if you have any information contact san rafael police. the man accused of wounding a fremont police officer said he did not know todd young was a policeman. yesterday, alameda county prosecutors filed charges against 20-year-old andrew barrientos that could send him to prison for the rest of his life. barrientos is still behind bars in san diego county following his arrest near the mexican border on saturday. investigators say barrientos admits shooting young but claims he it not know he was a police officer. young was in street clothes at the time. in the meantime doctors at oakland's highland hospital says the officer is scheduled to undergo more surgery this week. but they say the 39-year-old

continues to show signs of improvement. they are calling his latest operation a success. he suffered two bullet wounds during friday's gun fight in oakland. doctors say he lost a lot of blood. 7:35. on this wednesday morning, it's back to square one for state lawmakers and the governor because there's still no new budget. this is after state lawmakers boat voted down two -- lawmakers voted down two measures. legislative leaders from both sides along with the governor will now go back to negotiations to try to work out a compromised budget that will be able to pass with the required two-thirds support. excitement is building for the first major debate of this election season. jade hernandez is at st. mary's college ahead of the faceoff.

promoting clean energy technology which she says can invest in infrastructure. she said the economy started to crumble under former president bush and democrats kept it from getting worse. carly fiorina campaigned in the central valley. the former hewlett-packard ceo has attacked boxer's record on jobs and federal spending. healthcare is another area the two candidates disagree. . >> she's definitely gonna hit hard the role of government and how she's gonna handle the economic issues in california. not increasing taxes and trying

taking a live -- taking a live look at the big board on wall street, a good start to the month of september, stocks surging after upbeat signs of growth in china and australia. alleviating some worries about a global economic slowdown. however there is some bad news, the private sector cutting jobs in august. the markets are ignoring that. the dow is up -- 7:46. today, the major automakers will release their august sales numbers and they are expected to not be good. edmonds.com predicts overall sales will be down 18% 23r last year. that's when the cash for clunkers program boosted the numbers. the auto website also expects sales to be down 1.5% from

july. but other experts say month-to- month sales could drop as much as 3%. the bank meltdown is the subject of a too-big-to fail hearing in washington, d.c. you are looking at live pictures of the hearing on clip. the former ceo of lehman brothers and wachovia are defending their actions leading up to the failure of their company. but they say the decision not to rescue makes sense. joe miller was backed by the tea party and by sarah palin. and he won the race.

it's been tight but the incumbent senator lisa mar cowsky -- marcowsky has conceded. well, megan mccain, the daughter of john mccain, is now talking about sarah palin bringing "drama, stress, complications, panic and loads of uncertainty to that 2008 presidential campaign." however, ms. mccain said she doesn't believe sarah palin is to blame for her father's defeat. a conservative legal group is trying to force governor schwarzenegger and attorney general jerry brown to defend the state's gay marriage ban in court. a judge overturned proposition 8 last month. it sponsors an appeal. but there's concern they don't have the authority to challenge.

an emergency order would require the governor and attorney general to support the appeal something they've refused to do. we're now hearing the dramatic cockpit tapes from the quantas flight that made an emergency landing at sfo early yesterday morning. the pilot radioed in after one of the jet's engines exploded over the pacific. >> engine number 4 has failed. [ inaudible. [ . >> the wet was only about 45 minutes into its flight from san francisco to sydney, australia. the frightening blast ripped a hole in the engine. the pilot jumped fuel in the pacific before landing safely back at sfo. no one was hut. we posted a slide show with more photos. go to ktvu.com. 7:49. i don't know if you felt it but we had had an earthquake this morning. no damage reported as of yet. i had had a dash it had a

magnitude 3.2. it hit just before 6:30 last night. the epicenter was five miles west-northwest of the town of clayton at about 15 miles west of antioch. there's also an important warning this morning if you own a pet in saratoga. there's been an alarming increase in coyote attacks. the experts say these coyotes appear to be rapidly expanding -- expanding their territory out there. family mets,s you a know, make easy prey for coyotes. animal control officers have killed six cats. we talked to a pet owner out there whose cat was killed by coyotes last month. >> what's happening is the food chain is normally bunny rabbits that have been overpopulating and they didn't this year. so they've come to get domestic animals. >> well, so far there are no plans to put any traps in the

saratoga woods neighborhood. last year, county workers trapped seven coyotes and then had had them euthanized. it is ten minutes before 8:00. there may be a downside to being a good recycler at home. plus -- the situation is still pretty tense at the site of that prison riot in northern california. we'll bring you all of the detail. the

welcome back. here's the latest on hurricane earl, which is headed to the east coast -- this morning the storm actually weakened a little bit. it's now a category 3. the winds are now at 120 miles an hour. it's still pretty strong. as earl churns over the waters, it's expected to make landfall in north carolina early tomorrow or -- late tomorrow or early friday. earlier today, earl passed by the dominican republic and puerto rico and caused power

outages and damage. no word of any deaths so far. residents who live along the coast in san mateo county, you may hear a very loud siren this morning. the county will conduct eight sirens at 10:00 this morning. there are eight sirens located along beaches. a full volume test will make sure they are working properly. in sacramento county, fulsom prison is still in lockdown mode four days after a riot that injured seven inmates. the riot erupted among 200 inmates in the main exercise yard on friday. the injured im immates were shot. inmates are allowed to go to the dining hall in small groups. but work and school sessions are cancelled it's still not

clear what set off the riot. some people in the bay area are finding that as they recycle more, their garbage rates are going up. for example, palo alto has a long-term contract at a landfall that does not expire until 2021. but because city residents are now generating less waste, the city is spending $650,000 a year for unused space at the landfall. and as residents and businesses recycle more they switch to smaller and less expensive trash cans. so now palo alto is looking to increase residential garbage rates by 6%. >> okay. >> can't win. >> hey sal, can you help the folks in the south bay? >> well, i'm trying. the very -- 280 is not a great commute getting up to highway 17. there goes caltrain. those are one of the bombardier cars there.

welcome back to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. it's wednesday, the first day of september. we're getting some new information now about that very disturbing killing spree that spanned three bay area cities. here's what we know right now about this very complex case. five people are confirmed dead including the suspect. one man is still missing right now. a vallejo neighborhood is under evacuation orders at this hour, a bomb squad unit is removing very dangerous chemicals. now, we have live team coverage for you this morning. kraig debro is at that richmond crime scene but let's first with claudine wong. she's live in vallejo with the very latest. >> reporter: good morning. year on upland court. this court remains taped off. the house in question is right behind me.

the bodies of two women were found in here. chemicals were found, chemicals used to make explosives. the atf is on its way and we are waiting for them to arrive. this is the home of 67-year-old dena allen and her husband. allen and her friend, 60-year- old carol smart, were reported missing on wednesday. for days this was just a missing person's case, that is, until last night when police came to investigate. allen's husband was in the home and apparently had been living there with those bodies. he's in custody right now answering questions with police. a large amount of explosives material was also found in the home and that's why the evacuations got underway. a storage is connected to all of this. the bomb squad was there. they found 20 pounds of

ammonium chlorate, what is being described as a bomb making material. the atf, alcohol, tobacco and firearms, has been called in to deal with both the upper -- upland location. how is this all connected to efrain valdemoro? apparently he knows one of the vallejo woman and has stayed at the upland courthouse in the past. he was also believed to be driving a car believed to be driven by one of the women. now, back live here in vallejo. we are awaiting the arrival of a disspokesperson who can hopefully -- of a spokesperson who can hopefully provide more

information. it's confusing with so many people involved, so many scenes and so many victims. the person who seems to be at the center of this, kraig debro has more on that part of the story. kraig? >> reporter: yeah. good morning, claudine. people are starting to arrive at this strip mall. behind me is the front door. cars are no longer there. if people have not gone online or have not been watching the news they might not know what's happened. more than two hours ago, the suspect's car was searched for explosives. police discovered two sets of explosions. sijs he was driving the car, this car, they searched the two just in case, te found no explosives. 38-year-old efrain valdemoro

was killed around 8:40 last night following oo confront fashion with the police. he's a suspect in the strangulation death of a woman found in the car he was driving. last night, pleasanton -- dash pln hill police spotted valdemoro's vehicle and gave chase. at 8:00 p.m. last night, chp took over the place and chased valdemoro to highway 80. chase reached speeds up to 100 miles an hour. police laid down spike strips but valdemoro kept going. they say they had no idea that woman was dead until they get to pierce and central and rif monday. the chp says valdemoro got out of his car, ran into the marketer with was shot and killed. >> we have the pursuit

intervention technique. >> a suspect had a large knife. when the officers gave commands for him to drop the knife, he lunged at officers in which they were in near for his life. now, it is not clear how valdemoro might be connected to this hercules home. last saturday, a missing persons' report was found. police found the father, ricardo sales, dead. police say he had been bludgeoned to death. frederick sales is still missing. he was reported missing on saturday by a housemate. that was around 3:00 in the afternoon. police arrived at 5:00 in the afternoon. the younger sales has not been seen since. i spoke to a neighbor. he said he believed there were

four people living in the house, an elderly woman, an elderly man and two younger people. he believed the older woman owned the house but it's not clear if one of -- if one of the women found in vallejo is the woman who owned the house in hercules. when i asked what was the motive behind all of this? somebody gets into a fight and they kill someone else, that happens but police say this might have stemmed from a domestic situation that's all i could get out of the chp. meanwhile, the chp officers involved in the shooting are placed on administrative paid leave while the investigation koelts. kraig debro, ktvu channel 2 news. >> thank you, kraig. >> we'll continue our live team coverage of this still developing story, as can see. you can also get more information by going to our channel 2 website, ktvu.com. 8:07. this morning, sunnyvale police are searching for a suspect in

treatment of raw sewage has been spilling into the bay, could start sometime today. in the meantime, swimming, bolting, fishing remain offlimits. the concern follows 48,000 gallons of raw sewage spilling into the redwood shores neighborhood in lagoon last week. it took about six hours to fix the leak. the e. coli bacteria levels in the lagoon are still high. there are reports that during the past three years 216,000 gallons of sewage have spilled into the waters near redwood city. 8:15. this morning, vice president

it state lawmakers defeated a bill that would have beened -- barned all plastic bags in california. critics states banning those bags could end up being very costly for consumers. a bill was introduced after the tanker at the "dubai star"

spilled oil into the san francisco bay last october. more than 400 gallons of bunker fuel spilled from the "dubai star" killing dozens of birds oil also ended up on alameda county beaches. a barrier is now required to be around ships. reportedly workers have been told to leave. gulf coast area by the end of the week because bp has not paid bills owed to the property owner. officials say bp owes millions of dollars in back rent and other expenses and some statements are already several weeks late. 8:2. speaking of late? any computers, will they be late? >> some of them will be. we're looking at the bay area bridges. the bay bridge is backed up for about maybe a 15-minute key lay. san francisco and -- san mateo bridge looking good. we can actually see the -- see

vallejo now with an update on how things are going. good morning, claudine. >> reporter: good morning, dave. yes. we want to show you what's happening. there is a member here from the atf of. we've been -- atf. we've been waiting for them to arrive regarding those chemicals. surrounding homes have been evacuated. that's the house in question right there. chemicals have been moved to the backyard. i want to show you pictures of the backyard. these are chemicals police say are used to make explosives. what is being made and why, we still don't know. this is the home of 67-year-old dena allen and her husband. allen and her friend, carol smart, were reported missing on wednesday. for days this was just a missing person's case and then police came here to talk to the husband and found the two women's bodies in the home.

those body ace parentally had been in the home with allen living there. he is in custody right now. the bodies have been taken away. but when the explosive chemicals were found, the evacuation got underway. the bomb squad also made a stop at a storage facility here in vallejo which is somehow connected to all of this. police say they found 20 pounds of ammonium cloerate. the bomb squad couldn't handle that area so they called the atf in. how is this all connected to efrain valdemoro? well, apparent le he -- apparently he knows one of the women. valdemoro was suspected of killing and elderly man in hercules last friday. that man's son is also still missing at this hour.

now, valdemoro was shot and killed last night after a high- speed chase that went from pleasant hill to richmond and ended at a shooping septemberer -- shopping center. valdemoro was shot after he pulled out a knife. valdemoro's girlfriend was also found and it's believed she was strangled. five people dead, the two elderly women, valdemoro girlfriend's and valdemoro himself is again. what is not known is where the son of ricardo sales is. i talked to the police and they say it could be the that he's the man that connects them or it could be for other reasons not related. that's what we're trying to figure out. we've been waiting for a spoke manl to arrive -- spokesman to arrive. we're ready and waiting.

charges. that's assault. there's killings. there's dope, there's weapons. >> attorney general jerry brown says many of the suspects controlled gang territories in santa cruz, san jose and the east bay. he also says three of the gang king pins used smuggled cell phones to run gang operations from inside pelican bay state prison. 8:33. the man accused of wounding a fremont police officer says he never knew officer todd young was a policeman. yesterday, alameda county prosecutors fired charges against andrew barrientos that could send him to prison for the rest of his life. now, barrientos is still behind bars in san diego county following his arrest light near the mexican border saturday. investigators say barrientos admits shooting officer young but claims he didn't know he was a police officer. officer young was in street clothing at the time. in the meantime, doctors at oakland's highland hospital say officer young will have more surgery later this week.

but they say the 39-year-old officer is showing signs of improvement. they are calling this latest operation yesterday, a success. the 39-year-old-year-old -- the 39-year-old officer was shot friday during a gun fight in oakland. doctors say he lost a lot of blood. >> on this wednesday morning, it's back to square one for state lawmakers and the governor because there's still no new budget. that's after state lawmakers voted down two budget propose ams on the very last day of their legislative session. democrats voted against the republican budget plan. republicans voted against the democrats' plan. rej lative leaders from both si ldz along with the governor will now go back to negotiations and try to come up with a compromised budget that can be passed with the required two-thirds support. 8:35. preparations are underway for the first major debate of the election season. jade hernandez is at st. mary's

you drivers with arrest warrants will be the target after crackdown by chp today. officers will be making simultaneous warrant sweeps around various counties all over the state. the chp says they will be rounding up any offenders who skipped court appearances. in sacramento county, fulsom prison is still in lockdown mode. four days after a riot that injured seven inmates. that riot broke out among 200 inmates in the main exercise yard on friday. the injured inmates were shot by prison guards. two are still in the hospital but the other five have been released. inmates are allowed to go to the dining hall in small groups but work and school sessions have been cancelled.
